Distinct RPG-research awards each fiscal year split into genuinely new projects (first corpus appearance) versus continuing projects first seen in an earlier year.
Funding volatility
Coefficient of variation (stdev / mean) of each top entity's per-fiscal-year funding over the window — lower is steadier, higher is boom-bust.
